On November 19, 2025, representatives from American Katerra attended the Greater San Antonio Chamber of Commerce Investor Council meeting at the San Antonio Botanical Gardens. Chaired by Pat Frost, the session provided valuable updates on key initiatives driving San Antonio’s economic growth, including airport expansions, advocacy efforts, and strategic plans for 2026. Key Highlights from the San Antonio International Airport (SAT) Expansion

Jeff Coyle, Assistant City Manager, outlined SAT’s significant economic impact—generating $7.4 billion annually—and the ambitious expansion plans to fuel further growth.

Financial Foundations and Revenue Model

A new 10-year lease agreement (with a 5-year extension option) has been secured with airlines, ensuring funding for expansion. The cost per enplanement (CPE) will rise from about $12 to $25–$28, balanced by a revenue-sharing model that incentivizes airlines to expand services at SAT.

Terminal and Gate Enhancements

Gates are expanding from 17 to 18, with major carriers like Delta and American increasing from 3–4 to 6 gates, Southwest from 6 to 10, and United from 3–4 to 5. Six flex gates will accommodate either six standard aircraft or three wide-body planes, paving the way for European route resumptions. The Federal Inspection Station (FIS) for international flights will relocate to a new terminal, improving passenger experiences. Terminal A will open a Ground Load Facility in December, adding 3 gates/5 aircraft positions.

Ground Transportation and Parking Improvements

A new 2,500-space parking facility and ground transportation center is under construction, relocating Uber, Lyft, and shuttle services to reduce curbside congestion.

Concessions and Local Engagement

Concession space will more than double, with bids requiring at least 40% local business participation—though the selected team achieved over 70%. Iconic San Antonio brands like Southerleigh, Pearl Trade Trattoria, and Johnny Hernandez’s La Gloria will feature prominently, boosting local economy and traveler satisfaction.

Updates on Disabled Veterans Parking at SAT

To comply with FAA audit requirements, parking policies for disabled veterans (DV) have been adjusted effective November 1. Previously unlimited free parking led to long-term space occupation; now, DV plate holders receive free economy parking, 50% off long-term, and 25% off short-term (exceeding prior 10–20% discounts). The process is fully automated for seamless access, with the transition reported as smooth and without significant backlash.

Major Wins

The Chamber is organizing the Texas Space Summit in September 2026, partnering with Texas Tech, UTSA, and Southwest Research Institute to attract up to 2,000 attendees and position San Antonio as an aerospace hub. They also facilitated the relocation of Texas Cyber Command downtown and supported the passage of Props A and B for long-term city and county growth. In late March 2026, a record delegation of over 210 will travel to Washington, D.C., leveraging new direct flights to Reagan National Airport.

Military Support

As “Military City USA,” San Antonio benefits from ongoing advocacy for military installations. The Chamber emphasized support for veterans through programs like the National Center for Transitioning Forces (NCTF) and addressed concerns around the 5th and 2nd Armies, as well as federal agency relocations, ensuring positive outcomes.

Media and Outreach Strategy

Media exposure has grown 24–25% in the past year, with increased TV and radio features, including in the Wall Street Journal. Partnerships with the Express-News provide weekly two-page spreads on local successes via “Doing Business San Antonio.” The new “Greater 210” podcast and active social media efforts reflect a creative, proactive approach to promotion.

2026 Leadership and Operations

The meeting approved the 2026 executive officers and new two-year board members. A new “Executive Connections” program was introduced to help incoming C-level executives integrate quickly by connecting them with city council and key leaders. Upcoming events include the Annual Gala on December 18 and the SA to DC trip from March 23–25, with calls for early sponsorships and participation.
